Are you paying to walk on the beach, or to park in the lot that was

Doesn't help. The NJ beach pass system prevents you from walking
across the beach no matter what conveyance you used to get there.

However, the area below the high-tide mark is supposed to be
publicly accessible. So if you paddle down the coast during
low tide you should be able to get out where you please and
walk the beach freely - just don't wander too far up the sand.
I never tested this legal theory when we lived there.
